Packaging, Labelling & Country-of-Origin Marking for China-Made Goods
Packaging is where sourcing projects quietly go wrong. The product passes inspection, the factory is competent — and then the shipment is held because nothing on the article says where it was made, or the barcodes will not scan at the retailer's distribution centre, or the reorder carries last year's artwork.
It happens because packaging is treated as a detail the factory handles, when it is really three specifications, several legal obligations, and a print process with its own version control.
Plainly up front: this is practitioner guidance, not legal or regulatory advice. Marking rules differ by destination market and product category, and they change. Confirm the current requirements for your product and market before you sign artwork.

1. The three layers — and who specifies each
Primary (retail) packaging — box, blister, pouch, sleeve, hang tag, and the label on the article itself — carries your brand and almost all of your legal marking. Specify it yourself, down to substrate and finish. A factory will happily design it for you, and the result is a catalogue template with your logo dropped in and no thought for what the law requires.
Inner packaging sits between the retail unit and the shipping carton: polybags, dividers, moulded pulp or foam inserts, inner cartons holding a fixed count. It decides whether the product arrives scratched, and it is the layer buyers most often leave blank. Specify the polybag, the inner count, and any protective insert.
Outer (transit) packaging is the master carton, its markings, and how cartons are palletised or floor-loaded. It belongs jointly to you and your freight forwarder, because carton dimensions drive cubic volume and therefore freight cost.
Whatever you do not specify, the factory specifies for you — the cheapest option that survives its own loading bay, which is a much lower bar than surviving four weeks on a ship.
2. Country-of-origin marking is a customs requirement
This is the one that strands containers, so treat it as compliance rather than design.
In the United States, imported articles are generally required to be marked with their country of origin so the ultimate purchaser can see it. The statutory language is worth remembering: the marking must be conspicuous, and as legible, indelible and permanent as the nature of the article permits. Marking only the shipping carton does not satisfy that where the article itself can be marked — the carton is discarded and the purchaser never sees it. Unmarked or improperly marked goods can be held until corrected, and an additional marking duty may be assessed.
The EU and UK impose no equivalent blanket rule, though several categories carry their own origin requirements and every market prohibits misleading consumers about origin. That matters if you sell into both: stock designed for Europe may carry no origin marking at all, and diverting it to the US later becomes a problem at the port.
Two things buyers get wrong. First, origin is a customs determination, not a description of where a box was sealed — repacking Chinese components in a third country does not automatically make the goods that country's origin. The test is substantial transformation, and it is fact-specific. Second, asking a factory to leave "Made in China" off the product, or hide it under a peelable label, is not a branding tweak but a customs problem you are creating deliberately. If the mark is commercially awkward, solve it with placement and typography, not omission.
Decide the wording, placement and method — moulded, etched, printed, woven label, permanent adhesive — at sample stage, and photograph it in the approved sample record.
3. Barcodes: who owns the number
A retail barcode encodes a GTIN, presented as a UPC in North America or an EAN elsewhere. The number is not artwork; it is an identifier licensed to a company.
Your business should license its own GS1 company prefix and allocate GTINs from it. That prefix is what resolves to your brand in the GS1 registry, and retailers and marketplaces increasingly check that resolution. If your number resolves to a company that is not you, listings get blocked or pulled.
Two traps. The factory-supplied barcode: numbers from the factory's own prefix. They scan, so nothing looks wrong for a while — but the identifier belongs to the factory, may already sit on other buyers' near-identical products, and cannot move with you when you change supplier. And the resold barcode: cheap UPCs from a broker, issued years ago under someone else's prefix. Those scan too, and also fail registry checks.
Send the factory a barcode as artwork with stated symbology, magnification, bar colour, background and quiet zones — not a spreadsheet of digits to typeset, because check-digit errors from retyped numbers are common. Then scan-test the printed proof and the production units: a barcode that is perfect in the file can still be unscannable on a curved, dark, glossy or textured surface.
4. Mandatory market markings by type
Beyond origin, most products carry destination-specific marks. This is the catalogue by type; the detail for each regime lives in our compliance guides.
Conformity marks. CE for the EU, UKCA for the UK, in regulated categories. The practical issue is placement: the mark generally has to appear on the product visibly, legibly and indelibly, falling back to packaging and documents only where the product's nature makes that impossible. Rules on its form and minimum size apply too, so settle placement before the tool is cut. Scope and testing: CE, FCC, RoHS and REACH.
Waste and recycling symbols. Electrical goods for the EU and UK carry the crossed-out wheeled bin mark for WEEE; batteries have their own expectations. Packaging recycling and sorting marks are separate and national rather than uniform — France, for instance, requires its own sorting-information marking.
Materials and fibre content. Textiles generally require fibre composition labelling, with permitted fibre names set by the destination market; some markets also require the responsible business named on the label.
Care labelling. Mandatory in some markets, conventional in others, and the symbol sets are not universally interchangeable. Confirm which regime applies rather than copying a competitor's garment label.
Food-contact symbols. Items intended for food contact carry the glass-and-fork symbol in the EU where the intended use is not otherwise obvious, plus declarations that travel with the goods. See our food-contact compliance guide.
Warnings and age grading. Children's products carry warning statements, age-grading marks and traceability information — and the traceability marking usually has to be on the product itself rather than the packaging. Our CPSIA and EN 71 guide covers those.
Build a marking matrix per SKU: one row per required mark, one column per destination market. Confirm current rules before artwork is approved — requirements change, and last year's artwork is not evidence.
5. Language requirements for the destination market
Safety information, warnings and instructions generally have to appear in the official language or languages of the market where the product is sold, and some markets require more than one. Some categories additionally require the manufacturer's name and address, or that of a responsible person established inside the market.
For multi-market European launches this drives the packaging format: one multilingual box with a fold-out leaflet, or separate country artwork. Multilingual is usually cheaper across the run; country-specific artwork looks better and creates dead stock. Decide before tooling, because the panel space six languages need changes the dieline.
Translation is your job, not the factory's. Machine-translated safety warnings on a hundred thousand boxes is a mistake with no cheap fix.
6. Transit packaging that survives the journey
The master carton has one job: deliver the retail packaging in sellable condition after weeks in a container and several rounds of handling.
Carton grade. Specify the board — single-wall or double-wall, flute type, and a stated strength measure such as edge crush or burst strength — rather than "strong carton". Grade is where factories economise silently between orders, and downgraded board is invisible until cartons arrive crushed.
Weight and stacking. Cartons at the bottom carry everything above them for the whole voyage, in heat and humidity that soften board. Keep carton weight to something one person can handle, and think about stack height in the container rather than the pile on the factory floor.
Drop and compression. Cartons get dropped on corners and edges, not politely on their base, and they are compressed for weeks rather than seconds. Standardised transit-test protocols exist for this; for anything fragile or high-value, have samples tested to one rather than trusting an assurance that the carton is very strong, no problem.
Pallet versus floor-loaded. Floor-loading fits more units into a container; palletised freight handles faster, and some destination warehouses insist on it. Decide before carton dimensions are fixed, because carton size should divide neatly into your pallet footprint. Wooden pallets and crates must meet the international wood-packaging treatment rules and carry the treatment stamp.
Moisture. Containers sweat: temperature swings condense water on the underside of the roof, and it drips. Specify desiccant where it matters and moisture-barrier bags for anything metal or electronic.
Carton markings matter as much as strength — shipping marks, SKU, quantity, gross and net weight, dimensions, origin. Declare dimensions and weights accurately, because your forwarder quotes from them; our LCL versus FCL guide covers how carton cube drives cost.
7. Print-spec control: Pantone, dielines, proofs, versions
Colour. Specify brand colours by Pantone reference, and state whether the reference is for coated or uncoated stock — the same code prints as visibly different colours on the two substrates. Where a colour will be a process build rather than a spot ink, say so. "Match our website" is not a specification.
Dielines. The dieline is the flat cutting-and-folding drawing the artwork is built onto, defining panel sizes, glue flaps, bleed and the safe area for text. Artwork designed without a real dieline is why legally required text disappears into a fold.
Proofs. A digital proof checks content and position. A wet or press proof — printed on the actual substrate with the actual process — checks colour and finish. For a first production run, get a physical proof, review it under decent light, and sign it. That signed proof is the acceptance standard an inspector compares production against.
Versions. Artwork files need a revision number and date in the filename and, ideally, a revision code printed discreetly on the pack. A file called final-v2-FINAL.ai is a defect waiting for its reorder. Keep one controlled repository of approved artwork and record on the purchase order which revision the order is built to. 8. Who pays for packaging tooling and who owns the dielines
Printing plates or cylinders, cutting dies, embossing dies and foil blocks are physical assets, usually charged as a one-off setup on the first order and reused after that. If you paid for them, say so in writing — the same ownership logic applies as for production tooling, covered in our custom moulds and tooling IP guide. Without a clause, possession decides ownership.
Worth more than the plates: hold the source files — layered artwork, fonts, dielines and packaging drawings, editable, in your own storage. Buyers who let the factory's designer originate the packaging often find that what they own is a PDF. Make delivery of editable source files a condition of paying for artwork; that is standard in a private label programme.
9. Writing packaging into the PO and inspecting it
Packaging is only claimable if it is specified. Attach it to the purchase order as a numbered annex — our purchase order and supply contract guide covers the annex structure — containing:
- Artwork revision numbers for every printed component, and the date of the signed proof
- Substrate, board grade, finishes and coatings, for each of the three layers
- Inner count, master carton count, and carton internal and external dimensions
- Carton markings, label content and label placement, stated per component
- The GTIN for each SKU, with symbology and minimum print size
- The marking matrix from section 4, listing every required mark and where it goes
- Pallet configuration or floor-loading instruction
Then give it an inspection method, because a spec without a test is a wish. At pre-shipment inspection: artwork revision matches the PO; barcodes scan on production units rather than on a proof; legal markings present, correctly placed and legible; origin marking present on the article where required; carton dimensions and weights matching the declared figures; and a drop test on a filled, sealed master carton. 10. Where packaging goes wrong
Artwork revision drift between orders. You approve v3, ship it, reorder six months later. The print supplier pulls whatever file is on its server — v2, or a v3 with a hand-edited change nobody logged. A warning disappears, an address goes stale. This is the most common labelling failure we see, and it is almost always because the buyer never stated a revision on the PO.
Barcode misprints. Usually not wrong numbers but printing problems — insufficient contrast, bars too small, quiet zones eaten by a design element, a label applied over a curve. They pass a visual check and fail at the retailer's scanner.
Missing origin marking found at the port. The marking is on the carton, or on a sticker that lifts off in one piece, and the article carries nothing. It clears once, or twice, and then it does not.
Carton dimension drift. The factory adjusts carton size to suit its own packing, tells nobody, and the container plan breaks.
Three habits catch all four: a revision number on the PO, a scan-and-measure step in the inspection, and the origin mark fixed at sample stage. Packaging failures are cheap to prevent at specification stage and brutally expensive once the goods are on a ship.
The bottom line
Treat packaging as three specifications rather than one, each written down and each with an owner. Treat marking as compliance rather than design: origin marking where required, on the article, conspicuous and permanent, plus a per-SKU matrix of the conformity, waste, materials, care, food-contact and warning marks your markets demand, confirmed as current before artwork is signed. Own your GS1 prefix and your GTINs. Control artwork with revision numbers and a signed physical proof. Hold the source files and the dielines. Then put all of it into the purchase order as an annex with an inspection method, so that when something arrives wrong it is a claim rather than a conversation.
